Joburg trapped in a cycle of rising costs and declining services

CDE executive director Ann Bernstein spoke to The Money Show about Johannesburg’s worsening financial position and the vicious cycle of rising tariffs, declining payment rates and deteriorating services. Warning that “fewer and fewer people are paying for declining services,” Bernstein argued that the city needs stable political leadership, credible budgeting, better revenue collection, greater investment in infrastructure and, most importantly, a growing economy. The interview follows the release of CDE’s latest Johannesburg Matters publication, Joburg’s Broken Budget.
