CDE executive director Ann Bernstein was interviewed on eNCA to discuss the draft Public Procurement Regulations, the new framework proposed to change how government contracts are awarded. While she welcomed the regulations’ provisions for greater transparency, she argued that their added complexity would do little to address corruption in the existing procurement system. Bernstein said that South Africa’s current procurement system is characterised by corruption, overspending and delays in acquiring goods and services, and that the draft regulations would not deliver the reforms needed to fix these problems.
