Johannesburg’s dysfunction has become a business model

CDE executive director Ann Bernstein spoke to 702 about how corruption and organised crime have turned Johannesburg’s failing infrastructure and services into lucrative business opportunities. Bernstein warned that some businesses benefit from repeated infrastructure breakdowns and emergency contracts, creating incentives to perpetuate the city’s dysfunction. She called for radical transparency in municipal procurement, including public disclosure of contracts, bidders and project delivery, alongside measures to dismantle the economics of organised crime. The interview follows the release of CDE’s fifth Johannesburg Matters report, Time for Action: Corruption in Joburg.
