Invitation CDE LAUNCH | Time for Action – Corruption in Joburg | Tuesday 6 October 2026 | 10 to 11:30am SAST

Please join us for the online launch of Time for Action – Corruption in Joburg, the fifth report in CDE’s Johannesburg Matters series.
The intersection between corruption and organised crime in Johannesburg has reached levels so high that they threaten the metro’s viability.
Politically influenced boards and senior appointments facilitate tender manipulation to exploit opportunities for extraction. Elsewhere in the City’s structures, corrupt officials cooperate with external criminals involved in infrastructure theft, sabotage, building hijacking and extortion.
The result is not simply that criminals exploit a failing city, but that the potential proceeds of corrupt activity create incentives that directly contribute to institutional failure, where deteriorating infrastructure, emergency procurement and weak enforcement can create new opportunities for profit.
Turning this situation around is essential if the City is to be reformed. CDE will share its recommendations for addressing the crisis, which are based on two specially commissioned reports written by the Global Initiative Against Transnational Organized Crime (GI-TOC).

- Mark Shaw, executive director, GI-TOC, will talk about the research which served as a basis for CDE’s report.
This will be followed by an interactive Q&A.
