Joburg is living on borrowed time amid growing cash crisis

CDE Executive Director Ann Bernstein speaks to eNCA about CDE’s latest report on Johannesburg’s finances. She warns that the city is “living on borrowed time” as it struggles to get its looming cash crisis under control. Explaining one of the key problems, Bernstein says: “What is happening is the city sends out bills, assumes they will collect the revenue, spends as though they already have that revenue, and there is an increasing culture of non-payment.” The interview follows the release of Joburg’s Broken Budget, the latest publication in CDE’s Johannesburg Matters series.
